# Chip candidate: frozen review09 handoff

The existing source-only kit and actual movie pair remain sealed and unchanged.
This additive receipt records the later independent review; it does not replace
the archive, the original seal, or the frozen critic inputs. No geometry edits,
rerenders, extra contact sheets, or preference rerolls followed this review.

## Integration inputs

- `chip-retract-expand-source-only-r02.zip`: executable code, original SVGs,
  content variants, commands, tests, and the exact 3,360-row Resolve specification.
- `public-proof-r02/index.html`: the existing public-safe evidence handoff with
  two actual candidate movies and a brief silent research excerpt, not a master.
- `REVIEW09_BINDING.json`: this review receipt and the unchanged movie/archive
  hashes. Carry this companion receipt with the existing proof when integrating;
  the immutable ZIP predates review09 and does not contain this later receipt.
- `SEAL.json` and `SEALED_SHA256SUMS.txt`: original candidate seal.
- `critic-inputs.json`: local-only custody packet with actual paths and clocks;
  do not publish it as public proof.

The listed release filenames are relative to the delivery worker. The two
review09 receipt files are supplied alongside the repository kit. Nothing has
been deployed or added to a shared registry.

## Independent source review

Review09 froze at **2026-09-13T07:07:19.016852Z**, with **tie / tie**, static-only
inspection, and **zero moving credit**. Its verdict SHA256 is
`4ef4176ed070fbe90ce716b59cf5de8d6c4fa41353d4c213aac60702e7d1fcc9`.
The verdict and all eight files bound by its freeze record were hash-checked.

The critic inspected all **480 movie-frame instances** statically, plus native
ROIs at **92 distinct retained source positions**, with **28 explicit source
gaps**. This is not full-native-frame inspection or temporally perceived playback.
A tie means insufficient admissible evidence for a quality preference, not
proof of motion equivalence.

The strongest non-directional distinction is the small-state enclosure at local
**f043** (source **f283**, local **43/60 s**), native ROI
**[800, 420, 1120, 660]**: slightly faceted versus continuously rounded short arcs.
The distinction is not inherently better or a certified motion defect. Native
source f042 is absent. No geometry was changed to force a preference.

## Exact source and native gaps

Source **DupfnOCH-JI**, *Work smarter with your company knowledge in ChatGPT*,
has retained publication date **2025-10-23**, inside the inclusive
**2024-09-05 through 2026-09-05** eligibility window. The source-native interval
is **[240, 360)** at **60/1 fps**, or **[4, 6) seconds**; local frames are 0–119.
The complete-time retained excerpt is 960×540. The archive supplies 92 source
PNGs at 1920×1080, not a complete native moving master.

Missing local native positions: **3–9, 15–22, 42, 81, 93, 99–103, 109–113**.
Missing absolute source positions: **243–249, 255–262, 282, 321, 333, 339–343,
349–353**. The original full master is unavailable at its recorded workspace
path; its retained metadata binding is not a fresh master revalidation. The
reduced excerpt does not fill these native-position or original-PTS gaps.

## Tests and remaining limits

The unchanged kit was rechecked after the critic froze: TypeScript 5.9.3 reports
zero diagnostics; all six Node contract tests and all three detector tests pass.
All 54 repository bindings, 867 pre-seal worker bindings, frozen source/candidate
movies and candidate manifests match. ZIP CRC and internal member hashes match.
These checks did not encode or generate media.

Strict decoded-frame rerender reproduction **still fails**: 17 default positions
(103–119) and 38 adaptation positions (1, 36, 84–119) differ. The actual rerenders
and failure report remain preserved; no cause or waiver is asserted.

Native Resolve has not run. The frame/layer table is an exact reconstruction
specification, not a verified native project or importer workflow. Review09 adds
no moving-source quality approval and no source-quality win. Integration must
retain these limitations and `reproduction-checks.json`.
